Do I have to take annual RMDs under the 10-year rule?

It depends on whether the original owner had already started their own RMDs. If they died on or after their required beginning date, you must take annual RMDs in years 1–9 AND empty the account by year 10. If they died before it, no annual RMDs are required — but the account must still be empty by the end of year 10, and spreading withdrawals usually beats a giant taxable year-10 distribution.

Who counts as an eligible designated beneficiary?

Surviving spouses, the owner's minor children (until majority), disabled or chronically ill individuals, and anyone not more than 10 years younger than the owner. Eligible designated beneficiaries can still 'stretch' RMDs over their own life expectancy instead of the 10-year rule.
